Small Scale Projects funded by the German Embassy in New Delhi
Scope
Preference is generally given to projects in the sectors of poverty reduction, public health & sanitation improvement, income generation and basic education. There has to be a direct and concrete impact for the beneficiaries with, sustainability of the whole measure for at least two years.
Among above-named sectors, particular consideration will be given to the gender equality policy of the project (e.g. providing equal access to resources such as education, information, income, energy, drinking water and infrastructure, as well as tangibly improving women’s lives in the project area).
Examples of Small-Scale projects that have been financed by the Embassy in New Delhi are named below to illustrate the scope of possibilities. This does not, however, present an exclusive list; many other options are also thinkable:
- drinking water tubewells for slum population/poor tribal community
- latrines for slum populations/poor tribal community
- electrification of rural community buildings with solar energy panels
- purchase of medical equipment for orphan centre
- construction of a bakery for vocational training of street children
- improvement of medical facilities for underprivileged communities
- special typewriting machines for the blind
- prosthesis and calipers for amputees
- furniture for rural schools
General Guidelines for Application
- The implementing agency must be an experienced, qualified and reliable organisation, preferably a non-governmental organisation (NGO) registered under the Societies Registration Act.
- Project proposals have to be accompanied by at least two competitive quotations/estimates (in Rupees) for each item for which the grant is requested.
- Projects must be implemented without delay after conclusion of the allocation agreement. Deadline for sending the report on proof of employment of funds is 31st October in the year of implementation.
- The implementing agency must contribute financially to the project and is required to be in a position to finance follow-up/running costs of the project (if any) for a period of at least two years.
- Personnel, administrative and running costs (overhead costs) of the NGO or the project cannot be financed.
- It is not possible under German law to finance a project that is co-sponsored by any other organisation, which receives contributions from the German Federal Budget (e.g. European Union, United Nations).
- Incomplete applications (i.e. lacking detailed descriptions of the project or enclosed quotations etc.) are not considered competitive and will therefore not be taken into account.
Procedure
Project proposals should be submitted to the Embassy in the last quarter of the year, but before 31st December, in order to be considered for possible funding in the following project year.
Eligible projects are selected in the first quarter of each year, keeping in view sustainability, feasibility and maximum benefit for the most disadvantaged groups of society. During the selection process, sites of eligible projects will be inspected by the Embassy or an authorised representative. After the decision in favour of a project has been made, an allocation agreement will have to be concluded and signed between the Embassy and the implementing agency.
Disbursement of funds, however, will take place only after the major project contents have been implemented, and only upon presentation of original invoices. The implementing agency is further required to submit a final report on the employment of funds, as well as a breakdown of expenses immediately after conclusion of the project.
